That's why I left it a little vauge. We don't have the team of mathematicians on P99 invested in finding out rogue mechanics specifics like the Safehouse had. The reason why I lean towards it being a hate rank drop is simply that regardless of how much aggro you have, an evade success will make you lose aggro. I also don't think it bottoms you out.

There was a time in the last year or two when evade did count as a blur though. If you evaded on a raid, you'd lose all your KS damage up to that point. Could also use it to power level people, like FD. Was fun and extremely annoying while it lasted.
