To answer OP's question. I think how you divide between STA and WIS will end up not mattering much. I think wis is easier to get through items than STA, but at the end of the day I wouldn't be expecting either to be easily 255 maxed especialyl since you are usually preffering to stack gear with +hp than +sta. You can make an argument based on playstyle as well. If you are the type to solo by killing stuff then afk medding, WIS is prolly where you want to be.

To be honest the impact is so small I wouldn't even worry about it. My rogue has most of his points in agi and dex b/c I didn't remember shit after coming back to the game after 11 years.

As to other posts:
How is barbarian even in the running? They get no useful racial perk. Regen and stun immunity trump all starting stats.

Iksars get regen bonus and AC bonus. Velious mitigates the no plate penalty that exists in current content. Losing out on JBB is the big thing as it helps tremendously from 45 to upper 50s. That said if this is your first toon you likely cannot afford one anyway at level 45.

I think Ogre is the best but I would want my shaman to be best equipped for soloing absurd things and the stun immunity helps tremendously with that.

I will actually agree that Shamans are very platinum hungry at the top levels b/c of spells. Pox, Torpor etc are very expensive. Fungi and JBB are the biggest items for shamans and they are expensive. The good news is gear for shamans is that gear doesn't really mean much until you are talking about high end stuff anyway. Also one of easiest epics.

If you dont like having to cast spells constantly in groups... you prolly just dont like playing a shaman in any situation, b/c you will also want to be casting canni constantly solo. (Edit: Little advice on this ground : /stand /cast x /cast x /pause 12 /sit)
