You can assume every rogue and most rangers at that level have 40% haste. VoG will get you close enough to 100%. I prefer it on my DPS characters over any other haste because the duration and +atk. WR and AQ are mainly for two things, people with bad haste and stacking with Greater Null Potions (MR) as SoS and VoG will block the potion.

Haste is a pretty big deal and the greatest boost to melee dps. But you dont want to waste unused haste either, so it is pretty much what has already been said.

Get to know the people you are casting on, if they do not have a 40%+ haste item then you probably do not want to VoG them, use WP or epic.

If they are under 60 it all depends on the haste item they have versus their current haste cap.

Dex makes your weapon proc more, attack improves your ability to hit the mob, agi helps you evade attacks.
