Also, if you happened to pick Halfelf as your race you are seriously gimping your mana as a new druid starting out without much for gears. Halfelves have AWFUL wisdom.

It's all about using the most efficient spells in the most efficient way to get the job done. Root rotting is more efficient than nuking, because you can med while the mob dies. Your level 1 snare and level 5 root are bread and butter because they're so cheap to cast and their effectiveness doesn't decrease all that much as you level and the fact that they stack makes you untouchable.

Don't waste your mana on buffing yourself except for sow. If you're soloing and doing it right you're not going to get hit by mobs anyway.

Quadding will be more efficient mana-per-mob-wise when you can manage it.

In groups, your mana is best spent on a damage shield and regen on the tank, regen on necros and shamans, patch heals, roots for ghetto cc, snares for fleeing mobs and sow for the puller. If you are in an efficient group, a nuke here and there doesn't hurt, but you don't want to mess with the tempo too much because the pulls come as fast as the mobs die and it drains mana from cc/heals and ultimately ends up in more down time while everyone meds. The thing to remember is not everyone needs a regen (though cast group regen when you get it), not everyone needs strength, not everyone needs sow at all times and only 1 person benefits from a damage shield if the tank and dps are doing their jobs. Just gotta pay attention to who is getting practical use of the buffs and cast accordingly.

Good points by Ravager!

If your group's tank is struggling for aggro (warrior, or more rarely, monk) then it is worth rooting the main assist's mob so the tank can ensure that mob attacks them (mobs attack the closest player when rooted).

I'm now 25 and the mana has gotten a bit better largely because I have more and I'm learning more efficient ways to play.

The root rot actually works very well even without good gear at my level. Charming is very effective as well.

I will pick up Lum and elder spirit gaunts in the mid 40s when the procs will matter and work with those at that time.
