Pretty sure it came sometime around the same time as the hole, but not completely sure. Very sure, however, that it was pre-luclin.

As far as I know they fixed the faction bug that was allowing anyone to get the key there. Killing Erudin guards is the only way I know now. I swear there is some kobolds that can be killed but it might be specific ones. Been a long time since I looked that up.

Both Pre-Luclin, Both post Velious.
