That was added before Luclin, actually. Should be in with the self-ports for Velious locations.

Not mentioned in the patch notes are several new teleport spells that are now available. Druids can now self-teleport to Wakening Lands, Cobalt Scar and Great Divide and can both self and group teleport to Surefall Glades (about time too). Wizards get self teleports to Wakening Lands and Great Divide and translocations to all the Velious locations. Get the Wizard Spells at Solusek Ro and the Druid Spells in Greater Faydark.

Not adding Veksar makes sense because of loot, Jaggedpine didn't have expansion-breaking loot.

Shame that we won't get Jaggedpine and Veksar, I remember them blending in with the rest of the world in a way that Luclin and PoP content simply didn't.

But adhering to a strictly pre-Luclin timeline is what makes this server special, so I understand and appreciate why they won't be appearing on this P99.

veksar may have fit the theme, but yeah, the loot is way way too good.
