As a member of <Swifties>, you know, the guild that owns 100% on Vulak'Aerr loot on launch night, allow me to chime in.
In this particular instance, and many instances like it, if the other guild engages a dragon on top of another guild clearing mobs, the guild clearing mobs has every right to stop what they are doing and peace out of there. The only grey area would be somebody tagging Zlandicar, getting low hp, and causing the dragon to go haywire intentionally. And my ruling on that is.... It's clever use of P99 Raid Scene, non-provable and therefore a just, albeit low-key, raid strategy. My conclusion here is that Zlandicar is easy as fuck and yall need full time employment.
