Yes, put 20 points into stamina. The difference is marginal, but that's true if you put the points in strength as well, and strength is easier to max in the end game.

Yep, absolutely true. Keeping your FD and Sneak maxed will help out a ton. Thankfully, this is pretty easy since you'll be using both of them so much -- once you get them maxed to start with, they'll pretty much just stay maxed on their own.
