Cliff Golems

If you can successfully pull the general dark elf guy too (who is kind of an easy shadow knight and doesn't hit hard) he also drops spells, he drops them at a better rate than cliff golems too.

As far as I know level 60 mobs can drop down to level 55 spells, and level 56-59 can drop level 60 spells all the way down to level 54 (never seen a jugg drop a level 53 spell, but have seen them drop level 60 ones albeit very rarely).

That does not sound correct. I'm pretty sure a level 56 mob can never drop a level 60 spell.

You're correct and I should've been more specific but I'm talking about juggs that can be level 56-58 or 59. I can't remember. The higher level ones do drop level 60 spells while the lower level ones can drop down to level 54 spells. Again it all depends on the level of the mob that spanwed.
