Game Mechanics: Spell fizzle rates with respect to spell skill

To make a long story short, spell skill doesn't seem to be affecting fizzle rates quite right. The most drastic example I can think of is, as a Paladin with virtually no conjuration skill, I can cast 'Halo of Light' with little trouble on P99. On Live that spell routinely fizzled away entire mana bars.

Naturally, I'm sure this issue would affect other spells, perhaps less drastically.
