Clearly it'd have to be Humans, Elves, or Dark Elves: everyone else hasn't even mastered the basics of extending their influence beyond a single city, whereas each of those races at least figured out how to setup a major base of operation somewhere besides their original home (Freeport/Qeynos, Felwithe/Firiona Vie, Neriak/The Overthere).
Heck, depending on your definition of "race" and "city" you could even argue Elves have three (Kelethin also) and Humans have five (Surefall Glade, Erudin, and Halas also).

P.S. I guess Dwarves might have a chance, as they kinda have two (Kaladim and Thurgadin), again depending on how you define "race".
