That's never going to change unless you stuff a server with way more players than it can handle. There's very few end-game dungeons, a single server could not accommodate the entire population.

They accommodated that many people in 1999. Did the zones get smaller over the last 20 years?

I think people are just better at the game and are able to effectively clear more mobs per camp then a lot of people in '99 could do, so it feels like there are less mobs to go around.
