I was chatting with one of the Devs several months ago on IRC and he referenced that page and laughed saying that it was completely inaccurate. While I think that the zones with good ZEM's are probably semi-accurate, the actual modifiers are most likely way off.

oops there was just a typo in the wiki link. it is just the same list that has always been floating around, i.e. the stock eqemu list.

when/if someone actually wants to figure out different ZEMs on p99 we can add that information

This pretty much sums it up, but you get additional xp bonus depending on if its dungeon + under water etc i believe. For example Kedge keep, the way it use to be you get that 1.33 + dungeon bonus + Underwater bonus so u be looking at around 2x bonus. But i believe it was modified recent since Kunark came in and groups were smashing xp down there.

Another way is to look at eqatlas for old world for example
http://www.eqmacwiki.com/eqatlas/permafrost.html

Says 13% bonus, but who knows if the developers are actually working off these modifiers or not from atlas or where.

A mod and a dev posted on the thread, as many other people, why wasn't it challenged? This is pretty much stalk db as has been running for years with eqemu, which for the most part has had no real need of any change. They could have changed it for p99, but why? peq was pretty much classic for a long time, at least as they managed to get more code in, which it is still undergoing and years behind live. It's ballpark figure in the end, as Verant never released any comprehensive info on the subject, but it's what's used on eqemu. Which nameless dev you speak of?
