Just make it a ridiculous system, and change some part of the ridiculous system the second anyone posts a "Guide to Spawning ________" that has figured it out.
I do not get the concept of a "bottleneck." I'm not traffic, and I'm not a crafter of fine bottles.

Those mobs being up often was likely a reflection of active progression, new expansions dropping meant that people weren't as focused on the prior ones
People that wanted to kill raid mobs were in the new expansion, people that didn't were the ones in the old zones. Over time there would become enough to go around that entire guilds would form to raid the old content to enjoy the raiding experience without being trampled by the hardcore guild on that server. My server even went to an open raid format for Naggy/Vox so anyone from any guild or non-guild affiliated could bring a 52 character and slay the original dragons. | ||

i remember a post somehow from a dev or a gm long ago who said waiting for stormfeather was a health hazard or something
having lodizal and maybe other random world spawns that can skip as guaranteed (with variance) spawns but random spawn spots something... something i got bored with this | ||
