If your using windows 7, click start, type notepad right click send to desktop. Right click desktop icon, run as admin. Once the program is open, choose File, Open, go find the file, make changes, save.

Running as admin = needed for much.

Or save yourself headace from now on and Turn off UAC controlls as they are "the Man trying to keep you down"
