click my link and you will realize why it took so long for it to be posted about.

It isn't because it wasn't in game, it was because that is how long it took someone to figure it out. It was in the game from the release of epics.

I think it's really cool that it took this long to actually solve it to this point. Most had given up on it, assuming the mention of the item was just a false lead to an unimplemented quest. It makes me wonder if there is even more to this quest, and somewhat restores my faith that maybe the many quests that are thought to be broken are really just unsolved.

which according to the timeline recently issued by sony, epics weren't released until after velious which means this quest wouldn't have been available till then.

however since all the other epic quests are in game already (and maybe they shouldn't be yet), and this quest is for the rogue sub quest for epic for the unlucky ones, it probably should be in now like the rest of the epic quests

Sony retconned the timeline to facilitate their own Progression Server ideals. There are posts about it, most famously this one:

The real 1999-2001 timeline is different.
