Anytime you have a guild that does a loot council over DKP or full random, you have people new to the system who feel cheated. These players think their 1-2 weeks of very little contribution matter much more than other players 2 months of contribution. Loot councils require trust, and those people who do not trust their guild's officers should leave the guild.

There's a reason that 95% of end game guilds in live use DKP.

What about guilds that require members to buy loot dropped on raids? Or "DKP from blue transferring to red"?

Caught and branded bros. Caught and branded.

Thats usually because they are being cheated. Its the most biased and unfair way to distribute loot.

The only time it makes sense is early velious to gear your tanks and clerics. Thats it. Then, its not unfair because it gets better gear for everyone since it can be a bottleneck. You can't say the same for classic and kunark at all.
