Harmony was always resistable, but so rarely resisted some people never saw it happen to them. It was also non-aggro on resist or success, so it didn't matter anyway, except that you'd have to cast it again.

I cast it thousands of times before it was nerfed in PoP, and never once had a resist.

I maybe saw it resist TWICE during hundreds and hundreds of pulls over 2-3 years before Harmony of Nature was used as the upper level replacement.
