Nilbog said in another thread that Kael was almost done. And that it was the most complex zone in Velious. So I think he is further along than we think.

To my understanding Velious was generally untouched throughout all the expansions. So all content and most of the quest should be intact. Removal of alot of feeble bosses. Scripting some of the pathing/ring quest and redoing some of dragons lvl and stats should have it completed fairly quickly as oppose to Kunark where every zone was pretty much revamped, content added.
Since Kael was generally the biggest area to look into and he said was 99% complete, the other zones should be completed in 1/10 the time required. I think he probably would need to script Vulak to call for help and pathing correctly and modify some of the Sleepers Mobs and the expansion would be complete for beta. IMO, estimate around 3-6 months for start beta... | ||
