The UI compass was a visual representation of sense heading. When the server initially launched, not only was all of this available, but each player's sense heading skill was also maxed out. After sense heading was corrected to start at 0, the UI compass would still move erratically if the player lacked good sense heading.

As stated above, there is an actual compass that can be purchased from the gypsy camps.
