Have a look at this interesting file and see for yourselves. You will notice TMO cockblocks 80% of the encounters on P99, only to bank also an average of 80% of their loot tables. Basically, they only need around 20% of the possible drops from the mobs they kill.

I believe what's most significant here is the quantity of Trakanon Tooth Banked, when you all know they have been pharming VP for a whole year, unchallenged. However, here is what their official policy is concerning VP :
