No, when the people are paying for it, they are the ones enabling the procedure. The healthcare industry is merely an individual profiting (scary words there) off of the opportunity to perform the procedure.

If im paying for something that is caused by someone else's negligent self-management i expect that person to be doing everything they can to minimize my fucking costs.

If i hire a purchasing manager at my company that buys whatever the fuck he wants at whatever fucking price pops up in front of him, im firing his ass for being a negligent piece of shit that isnt putting the company's best interest at the forefront.
