And in Texas we voted for Abbott because just like Perry, he expanded our economy utilizing oil and natural gas but also greatly expanded wind and solar as they became cheaper. I think that right there is the tell: We're up against one big uniparty, in general - and they're all tied to the $$. The Green lobby is a massive, globalist force, so I am not surprised to see TX still propping up wind (no pun intended).
Though, I haven't done a deep-dive on the reasons behind the nonsensical wind push in TX, but one can surmise the reasons (see aforementioned global green lobby $$),

Wind turbines are a terrible boondoggle in general, for many reasons, including but not limited to: intermittent generation, susceptible to extreme weather/cold, bird murder en masse (soaring, migratory birds), difficult and expensive recycling process for turbine blades and other parts, and big manufacturing CO2 footprint (if you buy into it being a "pollutant").
