After the tanks, there hasn't been a problem since.

Or less genreously, it could include the tanks that pussed out in the town square of Moscow...Let's just say things went a lot less smooth for Russia since that incident.

That might be the origin, but it can be used more broadly for any stance that is apologetic to the use of force in a communist government.
