Ele - The Kael Patch gutted charming the hyperbuffed non-loot NPCs. Guild updates are often sensationalized.

Kael wolves were still charmable by druids - I'm absolutely positive on this. I don't think this has changed since then (Kael wasn't a revamped zone) - I will get someone to test on live if needed.

Also, the loot giants still remained charmable. That's Troopers (Boltransable), Adjutants, Legionnaires, and Veterans. Dictate hits all of them, but Boltrans is usable on Troopers. Senior Guards are fine with Allure.

It's how people CC'd Kael arena.

This thread shows that the pet-aggro mechanics that we have now (aka pets giving threat to their controller).

Is the penalty dropped on day one of Velious? I do not remember specifically

What I'd like to know, is who is the best solo farmer in velious? If enchanter get a big charm nerf, who takes the throne?

I would say a Ogre Shaman would be up there. One of the few classes than can solo Lodizal and Dragons in WW.

Rogues took their spot as top DPS (assuming they had the back of the mob) in the game and remained there since, but that had more to do with itemization than anything, as I recall. Wizards got a boost, also. Necros continued on an upward trajectory as being the top soloers that continued for many expansions beyond, but they shared it with the Shaman during velious. Hybrids, particularly rangers, got boosts as well as having the exp penalty removed.

It may have been early Luclin, but I'm thinking it was at some point during Velious monks got their mitigation tuned down along with their DPS to maintain balance with the roles of the 3 pure melee classes.

Kinda drunk, but Velious is much less dungeon oriented than kunark which eliminates the advantage enchanters have over shamans now within packed dungeons of casters. Enchanters are still very good in Velious, but they are much more 'skill' or 'knowledge' (I hate saying this) dependent than shaman. Velious is an expansion with many different factions. I'll let that statement sink into on people for considering how strong charm and memblur can potentially be with different factions. (Hint: You can solo almost anything if you know how to abuse the above - the problem being if you can find the mob up).

Shaman are better at farming AiW4 from a safety perspective which is one of my predicted the cash cows in Velious. The other cash cow is farming EToV since Raiders generally want that over their N/W ToV trash drops. EToV farming doesnt want/require an enc from a minimalist standpoint, but pets are possible if you clicky for dispell aoes.

Enchanters excel at SG farming and Kael farming which will really depend on the price of Thurg BPs and wavecrashers/seahorse belts.

In all honesty, it will be that the very, very knowledgeable enchanters that are king with every shaman and their brother close behind.

Hypothetically, monks/SKs with puppet strings are top solo dogs for Velious, but I don't think there are any monks over here knowledgeable enough to make that so (judging by Kunark).
