It did, which made it a great leveling weapon. There is a huge gap in regards to aggro weapons during kunark, as you pointed out.

The main reason Ykesha procs generate so much aggro is through the stun which is usually 400ish hate. The 75DD is just icing on the cake.

The Venomous Axe proc doesn't have the stun, so it just has the hate from the proc's DD which isn't much.

I distinctly remember this weapon having a L37 requirement to proc. This would have been late-Luclin or early PoP as I had quit for a while just after Velious release.

It might have been L1 before a certain patch though in which case, WTB Poison Axe!!!

Wavecrasher on live release had a 70% unresistable slow, but was nerfed to 20% within a few months.

Willsapper on live release was 50% slow and later reduced to 35% also within a few months.

I think we all agreed there's -no fucking way- that we'll launch with classic Wavecrasher.

BTW, Wavecrasher also procs at level 1. So does blind whip and everything from NToV (not that the latter matters much).

Really though, people are going to be very surprised that a fuckload of weapons in Velious proc at level 1.
