That's why there is oversight that is in the form of humans that are on the CSR staff that are vetted and given increasing levels of power as they prove to be stable, intelligent and controlled people. If you post a log of yourself meleeing a person and missing the final kill to a mob engaged in pvp i bet the GM, the human with reasoning power, would not suspend/ban you.
If you're known to constantly feign mobs on someone and beat on them wantonly allowing the mobs to kill people with some regularity i would assume the GM's would punish you, which is why they've written this as a possible outcome in the rules.
People act as if they want a description of every possible scenario with a rigid return as to what the GMs will do in response. Use common sense please, the general spirit of the Play Nice Policy is to PLAY FUCKING NICE. If you get you rocks off being a sadist and hurting people then follow the rules and maybe you can do that here. If you are here for pvp, competition and to be part of a free-to-play emulated EverQuest server then be a fucking person and dont try to torture people and exploit/abuse the loopholes and letter of the law.

But i mean, every chance i got on Rallos, id root someone on a mob on my wiz. Not because im a meanie and i want them to eat experience loss, because its one of the most effective ways of ganking someone.
Theres a difference between wanting a description of every possible scenarios and pointing out that the ruleset states that
intentionally causing xp loss is illegal in all cases. Its pretty unequivocal. If i was someone just reading the rules and not the fine print in these commentaries, id assume id get consequences if im knowingly causing xp loss for a player.
