Permafrost is always empty and has an excellent ZEM. I soloed my ranger there from around 16 to 30.

I actually did run to Lake rathe,

Solo'd the 2 spawn it was slow and steady the loot was decent, not great. pretty easy to go from 21-24. Could probably squeeze out 25 there, but I may go give Perma a try.

i am now 21, i highly recommend east karana by the gorge hounds, i did 1 level there 20 to 21 in 2 hours solo!! very nice place, but remember to leave me some dogs when im there :P
