Bag wasn't that rare while it was active. People just didn't go looking for ground spawns in iceclad, and I'm sure many many planks rotted in banks/got destroyed.

From the time the quest was discovered until it was nerfed plenty of people got bags. I don't think people expected it to go away so it wasn't priority #1.
IDK how it was on other servers but that was not the case on veeshan people were offering big money for planks so ice clad was scoured pretty well. Maybe it was only shortly before it was nerfed but they were pretty damn rare. I don't recall how soon the nerf was after velious released.

Because there were only a few weeks between the time it was discovered and the time it was nerfed. But they didn't tell anyone it was nerfed so the rarity of planks became the stuff of legend for a while.

They just have to randomize the spawn points and leave them active for quite awhile so that the determined are able to get their plank.
I'm talking about these ground spawns being a good way to find people using hax. Like a warrior I saw in the first few days of Kunark routinely beating me to the Hunter/Forager.

The rarity and look is what made it wanted. The knock-back is nice, but there are many bows with better stats.

I think the weapon itself is hideous, but the grief potenti.. I mean utility of the item is unmatched.

Now ask yourself, how would someone know exactly where a plank spawned if the GMs see them bee-line right to it when it spawns? Ban for hax.
