i spent too much time farming this item because every time I got one I would sell it then regret it when I had to farm one that I actually had to use that I would just end up selling but I finally broke the cycle.

It is extremely rare. It's within reason that you could farm a week and not see it. I level all my characters there from 22-29ish and I've never once seen it while XPing. Never seen an Earring of Station either.

I'm pretty sure ^ equation you posted means, "if an item has a 99% drop rate, the probability of getting the item 10,000 times in a row is ~10^-44"
