Halls of Testing seems harder than it should because of the standard mode of operation on P1999: Most any raid I've been on, regardless of guild, probably 1/4 to 1/2 the raid is either AFK or barely paying attention at any given time. Mistakes, as well as inaction due to inattention, are the norm. It ends up taking a lot more people to do stuff than it ought to when a lot of the folks present are giving only minimum effort.

I've done some ToV East here with small forces and it was doable but slow and pretty pointless, akin to less-than-full-group kael arena but with nothing to look at and some piddly AE's thrown in. Halls of Testing is probably one of the most boring raid areas in the game, so the best way to do it is to take as many people as possible to maximize kill rate and be done with it sooner.
