Reloading the UI skin didnt work. Already tried that

Ah OK, I thought you might have but didn't see it mentioned when I rechecked the thread.

I guess at this point you can keep tinkering, or start from scratch by trying Loramin's suggestion of removing the eqclient.ini to a safe location (don't delete it!) and force the program to create a new one. I'd personally choose the latter, because usually by the time I tinker with something like this, it would have been quicker to just start from scratch and re-do the settings. And you can always use your old .ini file for reference for anything not video mode related, in case you don't remember all the settings.

I removed the ini file to no avail.

I am playing on a surface, if that changes anything.

Oh geez, that's very likely related. Maybe a different approach might work: have you tried using a program that wraps EQ in a more modern window manager, such as EQW? Without that you're trying to shove a 19-year old app in to an environment that didn't even exist until many years after EverQuest Titanium had stopped being used.

Not saying you can or can't do it, but you may well need a wrapping program to make EverQuest look more like a modern Windows app to Surface Windows.
