I think some tigers in Overthere are blue at 50. Not many but some. These and the rhinos can easily get you to high 39’s where you can head to Wakening Land for raptors and sail to 45. At that point you could head to Dreadlands for duo or group work.

Yep, those tigers are good xp to rangers for a long time. Save up those excellent pelts; they are stackable and sell well to tailors.

Eastern Wastes is another option. Though white, like Iceclad, at least the mobs you won't be fighting are white. You have a progression of animals to fear kite:
* Walruses (low 30's)
* Rhinos (mid 30's)
* Mammoths (mid-to-high 30's)
* Griffins (high 30's)
* Elder Griffins (low 40's)

If blue mobs on snow aren’t annoying the Drakkel wolves in GD will get you dwarf faction and are very close to a town to bind in. I want to say I did these after IC cougars and before WL raptors. Unlike Ot tigers and rhinos they don’t run sow speed.

The nice thing about Overthere though is a greater population of people in their 30’s and no blind hills. Fall damage and mobs sneaking up on you is common in GD.

Wooly mammoths in everfrost con blue at 30, I spent some time there but they have a weird hit box that can be a challenge to hit if you aren't behind them. Essentially stand like in their back legs and you should be able to melee.

They are animals. I've used them as pets on my druid. Tigerraptors in WL by SS entrance is excellent fear kitting around levels 42-45+. Careful of the slightly higher level tigersaurus and the named. Harmony FTW. You can also pull panthers to a wall around the rings (if not KoS to CoV) or just the north wall.

This can be a great place to hang out for these levels as you can easily pop over to Kael ZL to join faction groups. You can get bound just inside Skyshrine as well, since there is a hallway between the zone and the first set of guards. There are no guards outside SS zone.

Be mindful of wolf form, however, it takes you down approximately a faction level to the CoV mobs. It is easy enough to test your faction status on Rolandal.

While leveling in WL, you can also work on getting a nice wrist item:
