Fear isn't out, despite the original Nilbog post saying Jan 2020, the timeline for fear is actually next month's patch.

Is there anything in those patch notes that actually changes something on green/teal? Or other changes that went in? I scanned Nilbog's vendor spell spreadsheet and didn't see any new spell additions until next month either.

I think a lot of those changes don’t actually affect the server. Such as Charmed mobs not using skills and Karana bandits etc.

I thought it was as well but double check the patch notes and it was early July 1999. So should be getting it next patch.
