This allowed more guilds to compete. You'd see 4 or 5 guilds in ToV competing for a dragon pop before rooted dragons. Something like Aftermath, the newly formed Riot, Azure Guard (pre-merge) and Kittens (pre-merge). Two top raiding guilds and two casual guilds competing in a way all four of them could win at.
After push interrupt got nerfed and dragons were rooted, you needed more players to crawl ToV. This basically killed the ability for Azure Guard, Kittens, or an alliance of smaller guilds to compete. It forced the server into a meta where you had to be in one of the two big raiding guilds to get the good content. Otherwise you had to be content with scraps and sky raids.
