That was Terp saying there would be punishment. Doubting any other officers backed Terp on much of anything outside of Cyren. Just because 1 guy said there would be poor treatment doesn't mean everyone was like "yaw".

Empire didn't have that type of dickriding leadership. Each officer was a sovereign and appeared to maintain a council atmosphere of neutrality with their own individual opinions.
