Keep in mind most internet porn is controlled by the MindGeek corporation. So they are a force to be reckoned with. It could just be some kind of IP vs Obscenity deadlock. I think it's more that the sites claim no responsibility for what is uploaded to them. The onus is on the company to sit around on the internet browsing porn tubes to make IP claims to shut individual videos down.
So it's just a matter of practicality. Can't keep them all down all the time. Often times certain videos do get removed from these sites.
What is also an interesting question is whether or not these sites are influenced by the government or other ideologically driven groups. Are you telling me that out of all porn available on the internet those are really those most viewed/popular videos etc.. whatever the category.
It seems like more controversial content is often buried or not available on mainstream porn sites as well.
