why should raiding guilds let non-raiding guilds set the terms? TMO/FE want people to step up and compete with the terms set down by the server staff. Now the server staff says TMO/FE have to come up with an agreement to make guilds happy that do not even compete in the manor the server staff has established.

the clear solutions are to remove variance and release velious

The best analogy I can make is that p99 is a swimming pool and the staff is asking the bacteria that have formed to not make people sick without adding chlorine or changing the water.

Because its the direction the staff wants the server to move in. Create an environment that more people can enjoy rather than just one or two guilds. That ship already sailed. And these are not exactly the non raiding guilds terms anymore, if they ever even were.

an arrangement that makes the majority of the server content, where before the majority of the server was not content, should not be seen as a punishment

FE and TMO would most likely agree to make all tier 1 mobs FTE, at least that's what was discussed last night.

Tier 2 mobs would be decided by tier 2 guilds or if a consensus isn't reached (which seems unlikely) then it would default to rogean's original ruleset. The way I see it after 6 hours the mob would go FFA but only for tier 2 guilds. I'd expect the casuals to work out some agreement to offset dropping mobs during blackout periods (a stated example would be someone like azure guard who doesn't batphone and could most likely only down targets during prime time hours) because we don't want to completely bar casual guilds from participating.
