If there were ready made structures to live in complete with all the necessary amenities for living, along with a ready made job for every migrant where not speaking English is irrelevant, it could work

The US is a country of immigrants.

And programs help get homeless off the street. The rich can pay their share. We need to stop giving handouts to the rich.
