Really, what you rule on training won't matter in the end. Regardless of the legality of trains, every high-end PvP engagement is going to end up in trains. Neither fraps nor having a GM present at every battle will stop this.

Claiming to enforce training and then clearly not leads to perceived GM favoritism. Perceived GM favoritism will cause people to quit in disgust more than being trained will since you actually have recourse to being trained (you know, training back).
