So then you are saying that dispells never worked before this patch? Could you only dispell in pvp if you were grouped? I highly doubt it. Before this patch you could not dispell anyone outside of pvp range unless you were grouped. After this patch you no longer needed to group. It's not rocket science.

Dispell is considered beneficial not detrimental therefore it is usable on anyone, any level.

I was a giant griefing asshole on Vallon Zek from its birth until Planes of Power. You were not allowed to dispel people outside of your pvp level range. It wasn't considered a beneficial spell, it was considered harmful.

Sorry, if this were around during ye olde live days I would have been dispelling the shit out of so many people.

Can chain dispel casting mobs, who then rebuff themselves, repeat til out of mana. Mobs with big nukes no longer so tough. Out of range dispellers can be brought for pvp now, dispel people with no threat to themselves. Shits classic.
