One day, perhaps. My understanding was that Velious is still a few months off, so unless Blue is staying gone for a few months, I reckon it'll be back a few more times before the final transfer.

I'm not sure about toxic, but I agree that the players on Red have different priorities to the ones on Blue. Kind of the same way followers of Tunare have different priorities to those of Innoruuk...
