Name is only red if the person is in PvP range to you, ie: 4 or less levels lower/higher than you.

If you want to truly represent what Red is like, you need to video you sitting in Unrest with no one else in the zone.

I agree. You have to get a toon to 55+ and interact with certain guilds before you start finding those kinds of people. But once you do, they seem to be everywhere.
