I can see this being an interpretation of what is stated, but when the paragraph mixes guild & individual suspensions together, and then the final sentence says "these rules", my interpretation is that it applies to all suspensions spoken about in the paragraph.

Seems like an easy clarification to make if your interpretation is correct, or maybe it's like trying to figure out how many licks it takes to get to the center of a Tootsie Pop, the world may never know!

Except we kinda do know, seems to be your interpretation because the increased time isn't applying to the guilds, we just never have clarity into individual suspensions (which makes sense), so can't tell if they get longer in the context of raid suspensions as a community.

you don't suppose the inaccuracy of your interpretation is at all evidenced with the inaction you decry?
