If you're about to dampen what he's done down to 'yeah but no one needed the book' then you're missing the forest for the trees and that's super unfortunate.

The coincidence is absolutely unreal that Bummy happened to be walking RIGHT AT THAT TIME, and makes it so much better that he got seen, cause the intent to target and watch him was soooo innocent

Yup because when an item "no one needs" drops on joint raids, it's someone's right to just snag an item instead of opening it up to everyone. Sounds like the right thing to do....totally GOT US!!!!!

The truth is people that aspire to power will abuse it. That's why AG uses a 'reluctant leader' system where people are forced into a leadership role they don't want. Lessons have been learnt from people desperate for holding office.
