I searched "GetDex" across the EQEMU Server codebase. That is the function used to get the DEX of a character.
It is not used in melee hit chance calculations that I could find. The P99 codebase is based on EQEMU codebase. While P99 code has differences to EQEMU code, you'd have to explain why DEX is not used in the EQEMU code for melee hit chance calculations. If this was such a well established mechanic, it should be in both EQEMU and P99 code.
