For the record. I agree with the OP. Dude is shady at best for looting the cloak. The average playing on P99 knows their shit. Pretty sure it was a dick move.

The average player being someone who has played long enough to know the game well.. If this is this guys first toon, he might not have played EQ since 1999-2000 for all you know. Sometimes it takes time to relearn the game yano.
