In any company I've ever kept, what you describe would be hugely unusual for any dude who doesn't have some sort of severe skin condition. Must be a regional or cultural thing.
The wife used to use hand lotion but she foolishly bought the alcohol-based stuff that caused the very symptoms it claimed to "help" with and after years of prodding her she discontinued it and, sure enough, it got better. Snake oil salesmen didn't disappear, they just changed products.

Haha i'll definitely say cultural. But i mean, you never get out the shower and feel itchy or anything? Or after a long day in the sun, you don't take a shower, and lube up those sun burns with some delicious vitamin e infused lotion? Crazy.. But i get it.. white folks, culturally, dont use them. I mean i guess if i didn't physically always see and feel my dry skin, i probably wouldn't either honestly.
