So who gave you client with the haxed run speed? I'm 100% sure beyond any reasonable doubt that your Jboots have a higher modded client side run speed and have frapsed proof for this.

If this happened since the last patch, it's very likely that you are both correct. Jboots and everything to do with movespeed has been acting up -- One of my characters doesn't run any faster with or without them, and on the other they behave normally -- tested this by strafe kiting the same mob back to back.

Not saying you're wrong about him exploiting, just giving an explanation if this happened in the past few days.
