Shackle of Steel was supposed to be fixed in last patch but it actually wasn't, which is why I was asking.

Are you trying to do shackle of steel in post revamp locations? I ran through the entire quest and it's working for me.

No, Master Rinmark in TD still wasn't responding to "where is your student?" even after patch.
